Bill Owens is a strong candidate for Vice President. He would no doubt make a great President but does not have the required apparatus in place. Edwards last year proved that southern voters will go with merit/ideology over regionalism, so the reasoning that being from the south presents a necessary competitive advantage is unfounded. Owens can attract southeastern and southwestern voters, while also appealing to (other) commonsense conservatives within midwest/mid-atlantic regions. Romney/Owens presents a dream ticket for Jack Kemp type conservatives.
